Making a complaint: How to file a Request for Services (RFS) with the County of Maui

WAILUKU — Are you concerned about enforcement of shoreline access, like the Hale Mahina situation described in this week’s article?

Or perhaps you have other enforcement issues, such as a dead animal on the road, dumping, potholes, illegal short-term rentals, abandoned vehicles, permit violations and other problems within the county’s jurisdiction. On Maui, enforcement is complaint-driven. No complaint, and it’s likely there will be no enforcement.

One way to put your complaint on the record is to go online and file an official Request for Services (RFS).

The entry point is https://www.mauicounty.gov/1776/Request-for-Service. This takes you to https://www.mauicounty.gov/2024/COM-Connect. Scroll down and there you will see a variety of categories. Select the one that fits your problem. Eventually you will arrive at SeeQuickFix, the main platform that services many municipalities, not just Maui.

This app is not exactly intuitive. First you must sign up to set up an account and then fill out a form with details of your problem. If you find you are having trouble, click on the three dots in the green bar at the top of the screen. Doing that will give you several options.

The Lahaina News succeeded in filling out an official RFS on our third try. It took us about 30 minutes of fiddling around to actually navigate the process.

But within minutes after successfully completing the form, we received a file tracking number and shortly thereafter an acknowledgement that our complaint form had been received and was in line to be processed.

Before starting a complaint for shoreline access enforcement (or any of the other complaint categories), be aware that you will be asked to provide at least one photo, a specific geographic location (preferably a street address) and a summary description of the situation. You should also know that your name will probably be shown. Though in some situations you can complain anonymously, in most cases your identity will be displayed.

West Maui County Councilwoman Tamara Paltin also cautioned that action is not always swift. “Different departments respond differently — some rapidly and some more slowly,” she said.
