Maui’s Automated Planning and Permitting System to launch April 18

WAILUKU — Maui County will provide greater public transparency and improved customer service with its transition to a new web-based software designed to support planning and permit processing. Maui’s Automated Planning and Permitting System (MAPPS) will go live on April 18, 2022, replacing the county’s existing KivaNet system.

“This new web-based technology will streamline permit processing for all concerned. Mahalo to the Managing Director Sandy Baz, our Department of Management’s Information Technology Services Division and to the MAPPS Project team for all of their hard work,” said Mayor Michael Victorino.

The MAPPS online customer service will allow residents to:

Submit applications for plans, permits and specific business licenses;

Access Service Requests through COMConnect;

Search public planning and permitting records;

And explore any ongoing neighborhood activity with the system’s map feature.

MAPPS will support interactions among county planning and permitting agencies and partners. The system will transmit data and documentation and facilitate plan reviews.

The county’s transition from its KivaNet to MAPPS system will require a number of operational steps.

Beginning at 4 p.m. on March 28, paper applications will no longer be accepted.

From March 29 to April 8, there will be some limitations of services due to the systems transition. County departments may be available for consultations and clarifications on existing applications.

As of 4 p.m. on March 31, KivaNet will become “read only.”

From April 11-14, select county planning and permitting offices will be closed to the public.

On April 18, MAPPS launches, and KivaNet will no longer be available.

In related news, the County of Maui Department of Planning is seeking community review and comments on the initial steps to identify and map parcels that may be eligible for designation as Important Agricultural Lands under state law.

The law aims to preserve the highest quality agricultural lands in each county for current and future agricultural use and food security. The Planning Department is working with Lead Consultant Christine Feinholz of Pacific Cartography and Project Outreach Lead Anders Lyons of Kapalaea Consultants.

There are two steps for the initial phase of work: establishing an eligibility framework that can be applied to agricultural parcels countywide, and the application of that framework to the islands of Maui, Molokai and Lanai with associated Geographic Information System (GIS) mapping.

The Important Agricultural Lands Project website can be accessed via the Planning Department’s homepage under “Hot Topics” or directly at https://pacificcartography.mysocialpinpoint.com/maui-ial-mapping-project.

The department encourages the public to visit the project website to review and provide comments on the interactive GIS map, draft countywide technical study and draft island reports for Maui, Molokai and Lanai.

Website visitors can also take a participant survey and visit a chat room to interact with other commenters. Materials will be available through April 30, 2022.
